Fiscal Year 2024 Community Funding Request Member Disclosure

Overview

The following Community Projects are those being submitted by Representative Mikie Sherrill on behalf of New Jersey's 11th Congressional District. In this extremely competitive process, Rep. Sherrill was only able to submit 15 project requests out of the dozens received. Those requests must be for state or local governments, government-adjacent organizations, and nonprofits only. Final decisions on which projects ultimately receive funding will be made by the House Committee on Appropriations later this year and must be passed through the Fiscal Year 2024 Congressional budget process.

By requesting funding for these projects, Rep. Sherrill is fighting to bring crucial money back to NJ-11.

Project: Belleville Lead Line Replacement

Disclosure Letter

Summary: The funding would be used to support the Township of Belleville in completing a lead service line replacement project occurring within the boundaries of Cedar Hill Avenue, Belleville Avenue, Union Avenue, and Joralemon Street within the Township. The project is an appropriate use of taxpayer funds because replacement of lead service lines protects public health and reduces exposure to lead in drinking water.

Project: Chatham Borough School Building Renovation

Summary: The funding would be used to renovate a 100-year-old building that serves as an educational facility—Education, Careers & Lifelong Community (ECLC) Chatham School—for students with moderate to severe intellectual disabilities. The project involves redesigning the facility’s interior spaces in order to meet modern educational requirements in serving this population. The project is a valuable use of taxpayer funds because the facility serves 170 students, employs 160 staff members, and significantly benefits the financial well-being of the Borough.

Summary: The funding will be used to purchase an approximately 20,000 square foot building and complete refurbishments to house the County College of Morris Workforce Development Center. This project is a valuable use of taxpayer funds because it will generate long-term career prospects and greater economic opportunities for families in Dover and Morris County and increase access to much needed training for the residents of the community.

Project: Crime Prevention and Citizen Assistance through the Essex County Automatic License Plate Reader Program

Summary: This funding would be used to equip seventeen police departments with automatic license plate readers to be installed in geographically strategic locations within each of the municipalities and allow for interoperable communications and notifications throughout the West Essex region. This is a valuable use of taxpayer funds, because together, these departments will constitute a coordinated project area to address crime within each respective locality and the region at large.

Summary: This funding would be used to expand and enhance the current county-wide automatic license plate reader coverage within Morris County, while continuing to provide data to neighboring agencies. This is a valuable use of taxpayer funds because historical data indicates that this effort will help reduce the crime in the County of Morris and provide citizens with a safe and protected community.

Summary: This funding would be used for the renovation of a historic structure into a Community Center. This is a valuable use of taxpayer funds because it would be used by numerous community organizations from local civic organizations and clubs, the girl and boy scouts’ troops, sports groups and senior citizens. Furthermore, the township would utilize the building as an ADA-compliant polling center.

Project: Drew University Forest Preservation

Summary: This funding would be used to purchase and preserve the Drew Forest on Drew University’s campus. The Forest provides regional environmental and public benefits that would be lost if cleared for development. This project is a valuable use of taxpayer funds, because if preserved, the Forest will continue to serve as a critical part of the Buried Valley Aquifer, which is a major source of drinking water for 31 municipalities in Morris, Essex, Somerset, and Union County, and the Forest would also continue to serve as a living laboratory for students at Drew University and a resource for members of the public to experience on a daily basis as land preserved for open space.

Summary: This funding would provide for the first phase of this Section 219 Environmental Infrastructure project to install public sanitary sewers along the lakefront area of Jefferson Township. This project is a valuable use of taxpayer funds, because the sewer system would protect water quality and improve public health around Lake Hopatcong.

Project: Maplewood Stormwater Resiliency Upgrades

Summary: The funding would be used to install multiple new stormwater subsystems that would be able to convey larger volumes of runoff while providing additional water quality treatment. The project is a valuable use of taxpayer funds because, currently, the Township experiences dangerous and life-threatening flooding due to undersized drainage collection and conveyance systems, exceeded gutter capacity, and minimal curbs.

Summary: The funding would be used to support the Township of Wayne in strengthening the Township’s ability to manage its local sewage infrastructure to address wastewater concerns. The project would be a valuable use of taxpayer funds because it would help keep pollutants out of navigable waterways by keeping Wayne Township’s sewer infrastructure functioning and protected against flooding and other hazards.

Summary: This funding will be used to install new, enhanced traffic signals at key intersections in Little Falls. This project is a valuable use of taxpayer funds because this project will promote vehicular safety and enhance traffic flow at two high-priority problematic intersections in the County.

Summary: This funding will be used to provide a comprehensive replacement and upgrade of all smoke detectors and fire alarms in school buildings in the Nutley Public School District. This is a valuable use of taxpayer funds because school buildings are used for both everyday school functions, as well as community events and programming open to the public, and keeping students, faculty, staff, and their families safe is of utmost importance to the community.

Summary: This funding would go to purchase equipment for the upgrade and creation of advanced research and training facilities capable of producing data and discovering new scientific knowledge relevant to the microelectronics and nanofabrication industry. The project is a valuable use of taxpayer funds because it supports the training and development of the domestic workforce for the semiconductor microchip manufacturing industry.

Summary: This funding would go toward construction of a new YMCA facility in Essex County. This is a valuable use of taxpayer funds because the YMCA serves the community through its mission is to strengthen community through youth development, healthy living, and social responsibility.

Summary: This funding would be used for flood mitigation efforts through expansive clearing and desnagging of the Whippany River. This is a valuable use of taxpayer funds because, in order to properly protect communities in the Whippany River Region from flooding threats, it is imperative that the river’s structural integrity be restored and maintained in the long term.
